    What Every Owner in Tinos Needs to Know

    Complete and updated guide to Airbnb owner obligations, based on Laws 5073/2023, 5157/2024 and 5170/2025

    Introduction

    The explosion of short-term property rentals through platforms like Airbnb has led to significant legislative changes in Greece, especially in recent years. The aim of the new regulations is to ensure legality, accommodation quality, and protect both visitors and local communities.

    In Tinos – a Cycladic island with increasing tourist traffic – many owners rent their properties on a short-term basis. Below we present all key aspects of the new Airbnb legislation 2026 that owners need to know, with emphasis on recent changes, to remain legal and compliant.

    Important Update

    From October 1, 2025, a new operating framework applies to Airbnb-type accommodations. The state is strengthening inspections and imposing significant Airbnb fines for non-compliance.

    When the New Legislation Takes Effect

    October 1, 2025

    The new short-term rental accommodation legislation (Law 5170/2025) comes into full effect. All owners must have completed the necessary adjustments by this date.

    Legal and Tax Obligations

    All owners who rent properties through Airbnb or similar platforms must comply with the following obligations:

    Mandatory Registry Registration (AMA)

    • Registration in the Short-Term Accommodation Registry

      Mandatory registration via myAADE to obtain a Property Registry Number (AMA)

    • Mandatory AMA Display

      The AMA must appear on every listing (Airbnb, Booking etc.), otherwise a €5,000 fine is imposed

    VAT Status and Professional Activity

    From 3 properties and above, the owner is no longer considered a private individual

    • Obligation to start a professional activity
    • Inclusion in VAT regime at 13% rate
    • Obtaining a Special Operating License (ESL) via notifybusiness
    • Payment of municipal tourist tax of 0.5% on rent

    Climate Crisis Resilience Fee

    From January 1, 2024, a new fee was established that charges every short-term rental for the state fund for natural disasters:

    The fee is paid monthly via declaration to AADE. It applies regardless of whether the lessor is a private individual or a company.

    Rental Duration Limit

    60days

    Maximum duration per booking

    • No short-term rental via a platform can exceed 60 consecutive days per tenant
    • A longer booking is considered a long-term lease and cannot be legally done through Airbnb or similar websites

    New Technical Requirements from 1/10/2025

    Law 5170/2025 of the Ministry of Tourism establishes mandatory safety and quality standards for all short-term rental properties. The following requirements are MANDATORY:

    Only accommodations meeting the requirements will be legally allowed for short-term rental

    Space & Infrastructure

    • The property must be a primary use space (residence) – auxiliary spaces or basements are not allowed
    • Adequate natural lighting in all main living areas
    • Ventilation and heating/cooling system

    Electrical Safety

    • Installer's Responsible Declaration (YDE)

      Electrical inspection of the property by a certified electrician

    • Residual Current Device (RCD)

      Installation or verification of residual current device for electrocution safety

    Fire Safety

    • Fire Extinguishers

      At least 1 fire extinguisher per 100 sqm – in a visible and accessible location

    • Smoke Detectors

      Mandatory installation of smoke detectors in every sleeping area

    • Emergency Lighting

      Safety lighting in corridors and exits

    • Emergency Exit Signs

      Clearly visible marking of escape routes

    Health & Safety

    • Pest Control & Extermination Certificates

      Active certificates from a certified company for termites, rodents etc.

    • First Aid Kit

      Complete first aid kit in an easily accessible location

    • Emergency Phone Directory

      Guide with ambulance, fire department, police numbers etc.

    Mandatory Civil Liability Insurance

    It becomes mandatory to insure the accommodation with a civil liability contract covering:

    • Any damage to third parties or their property
    • Accidents that may occur during tourists' stay

    Owners must take out such an insurance policy before starting or continuing rentals

    Inspections & Fines
